Major Minor Allen -Investigations Division Commander
Minor Allen began his career with the Hazard Police Department in July of 1985. Allen attended the DOCJT Academy in 1987 graduating with class 174. September of 1994 was an especially busy year for Allen as he was promoted to the rank of Sergeant, was voted Officer of the Year, and was awarded the Meritorious Service Award for his actions during his employment while serving his community. Continuing his leadership, he was promoted to Lieutenant in 1999 and then to Captain in 2001. In 2003 Allen was employed by the Rural Law Enforcement and Technology Center as a Enforcement Technology Specialist where he traveled around the United States instructing Law Enforcement Agencies in the use of a Firearm Simulator and worked heavily in the 1033 program. In 2011, Allen received yet another Meritorious Service Award for his many contributions to the department as the Investigative Section Supervisor. Allen has received many forms of training and is certified as a Driving Instructor through Texas A&M, Firearm Instructor, Accident Reconstructionist through IPTM in Florida, and a Rapid Deployment Instructor through the NTOA. Allen has 18 total years of Military service in active Army and Reserves. He currently retains the rank of Master Sergeant and serves as a Operations NCOIC. His current role at HPD is the departments Investigations Division Commander and also serves as the City of Hazard's Code Enforcement Officer. Allen is a father of four, grandfather of two, and has been married for twenty-three years.
Detective Sergeant Paul Campbell -Supervisory Detective
Paul Campbell began his career at the Hazard Police Department in late 2007. Campbell was voted Officer of the Year in 2008. In January of 2010, Campbell received the Meritorious Service Award for actions performed while on duty, received the position of Uniform Detective in April, and was promoted to Sergeant in July of the same year. Also in 2010, Campbell graduated from the Kentucky Criminalistics Academy in Richmond, Kentucky where he studied various subjects related to forensic science. During this academy, Campbell received advanced training in arson investigation, the use of alternate light, blood stain pattern recognition and incident reconstruction, bullet trajectory and reconstruction, forensic anthropology, forensic odontology, forensic entomology, computer forensics, crime scene management, crime scene 3d mapping, clandestine grave identification and recovery, wound analysis, forensic digital photography, DNA, explosives investigations, latent fingerprint processing, marijuana identification certification, and trace evidence. Campbell also holds certifications as a Taser Instructor and Glock Armorer. In January 2011, Campbell was awarded the Meritorious Service Award for a second time in recognition of his investigative work at the department. Campbell graduated from the Academy of Police Supervision in 2011 as well. In his spare time, Campbell creates content for HazardPD.org, HazardFD.org, ProjectNightHawk.org, HazardHighFootball.com and is an active member of the International Homicide Investigators Association.
